Sources for Abortion statistics in the US

There is no single source that tells the correct abortion statistics for
US. Abortion statistics are gathered by the Centers for Disease Control
and Prevention and by Alan Guttmacher Institute. The number of abortions
gathered by the AGI is higher and more reliable than the one that is
reported by CDC in their abortion surveillance. CDC, however, reports
various characteristics from abortions that the AGI does not do. In this
file all stats on abortion counts and rates are based on AGI data (with
the exception of table U1)

The two different sources for the data means that when one sees data on
abortion rates one has to be careful where they come from.

Here are some useful sources for abortion related information on the net:

1) CDC Abortion surveillance 1991 (In CDC Mortality and Morbidity Weekly
Report (MMWR), May 5, 1995 / Vol 44 / No. SS-2
(ftp://ftp.cdc.gov/pub/Publications/mmwr/ss/ss4402.pdf)

This is a must for anyone interested in abortion stats. It, however,
has a problem that it reports abortion numbers, rates and ratios
based on reports to CDC and thus underestimates them by about 12%.
The data on distribution of abortions by gestational age, number of
live births etc. is, however, useful.

2) Monthly Vital Statistics report Vol. 43, No. 11(S) + May 25, 1995
Final Data From the CENTERS FOR DISEASE CONTROL AND
PREVENTION/National Center for Health Statistics
Trends in Pregnancies and Pregnancy Rates: Estimates for the United
States, 1980-92 by Stephanie J. Ventura, AM; Selma M. Taffel;
William D. Mosher, Ph.D., Division of Vital Statistics; Jacqueline
B. Wilson, MPH, Division of Health Interview Statistics; and Stanley
Henshaw, Ph.D., Alan Guttmacher Institute.

This publication combines the AGI and CDC data to calculate
abortion rates by race, age and marital status. The publication also
provides birth ares and estimates for fetal losses.

3) National Center for Health Statistics. Health, United States, 1994.
Hyattsville, Maryland: Public Health Service. 1995.

While this does not holds just a few tables on abortions, it is good
for those interested in health statistics in general. It provides
data for 1992 which is missing in the two previous ones. The file is
huge, 2.6 MB. It also provides data for abortion mortality.

To view above files one needs a viewer for Adobe PDF files. One can
obtain a viewer for for Windows from NCHS home page
http://www.cdc.gov/nchswww/nchshome.htm.

TABLE U1: Abortions in the US 1969-1992

Abortions in the US according to Centers for Disease Control and
prevention and Alan Guttmacher institute. Rates and total rates are
based on AGI figures. The rates for 1969-1971 are estimates.

The abortions are rounded to thousands. The rate is number of abortions
/ number of women aged 15-44. The total abortion rate is estimated
number of abortions a woman would have in her life if she lived her
whole life during that particular year. (Compare to total fertility
rate). It is calculated by adding up the age specific abortion rates
(10-14, 15-19 etc.) and multiplying it by 5. The total abortion rate is
probably the best way to measure the abortion rate. Notice how it lacks
the decreasing trend since 1980 that is in the abortion rate. (The trend
is not real but caused by the fact that the babyboomers got older and
thus appeared mostly only on the denominator in the abortion rate.)

TABLE I1: Abortions in several countries, latest year and 1980.

The statistics should be viewed critically, in many countries the
abortion statistics are incomplete. They are known to be incomplete in
France, former West Germany, Italy and Former USSR [David, Abortion in
Europe..., Stud Fam Plan 1992;23,1-22]. Also illegal abortions are not
shown. One should be especially cautious of the figures from CIS that
show abortion rate below 50, for example for Belarus there are sources
that give over 200,000 abortions in 1991.

Various sources can give vastly different figures for same countries.
This can be because of different ways of collecting the data (like AGI
and CDC in US), different definitions for abortion (like whether
"menstrual extraction" abortions are counted or whether abortions on
clinics are counted as well, there are stats for Canada that do not
count those), whether count abortions on residents or all abortions and
because of preliminary or revised figures (for example the who sources
for Canada give a different figures for 1992).

The numbers in parenthesis are estimated from abortion rates.

a) The term elective abortion refers only to those performed legally
under the sanctions of the particular country.

b) All data are based on death certificates, except for England
and Wales where deaths are recorded on abortion notification
forms and United States of America where deaths are associated
with abortion only after investigation.

------------------------------------------------------------------------

TABLE M5: Some defense of above mortality figures

"But the CDC only reports those deaths that were reported to them through
voluntary reporting system. Most abortion deaths go unnoticed, for
example in Chicago investigation on clinics found 12 new abortion deaths
that were not reported to CDC."

The fact that abortion mortality rates in US and and in other countries
is about the same makes that claim less than credible. To further erode
the claim here are quotes from Cates et al, Mortality from Abortion and
Childbirth - Are the Statistics Biased? JAMA July 9, 1982, pp. 192-196:

The CDC identifies abortion deaths through a variety of
mechanisms": reports from state health departments to the
CDC, case histories in medical journals, reports from
abortion providers and anti-abortion organizations, state
maternal mortality review committees, the Food and Drug
Administration, pharmaceutical companies, malpractice
insurance carriers, the Commission on Professional and
Hospital Activities (CPHA), and the NCHS. After learning
about a death, CDC staff members contact state health
department investigators or attending physicians to verify
and clarify the details of the case. We classify the
abortion leading to the death as legal, illegal,
spontaneous, or unknown, based on definitions developed by a
committee of consultants outside of the CDC."

...

Finally, individuals and groups that allege the
incompleteness of abortion mortality statistics have not, to
date, been able to produce any new abortion-related deaths
of which the CDC was previously unaware during the
seven-year period for which the CDC has published data. In
1973, on national television, Tietze offered $100 to any
person who would identify an abortion death that was
unreported to the CDC; this offer has been restated many
times, and the stakes were raised to $150 in 1977. Yet, to
date, all attempts to claim the "bounty" have produced only
deaths that already had been reported to the CDC. Moreover,
despite assertions' that an investigation of abortion
clinics in Chicago uncovered 12 "unknown" abortion-related
deaths, only one had not been previously identified by the
CDC.
